The best new puppy gifts are the items a puppy will actually use in its first months: chew toys that suit teething, a place to settle, and grooming and cleanup supplies that a new owner needs anyway. This guide compares four puppy gift sets and one heartbeat comfort toy from the Amazon listings in our research file. Each product detail comes from those listings or from the sources named at the end of this article, and the gaps are listed in “What we could not verify.”

Quick answer

  • Put chew toys at the top of the list. The AKC says that without them, a puppy will “make their own out of whatever they can sink their teeth into.”
  • Check size and hardness before you buy. VCA says a toy “should never be so small as to easily fit entirely in your dog’s mouth,” and that a toy should be soft enough that you “can indent them with a fingernail.”
  • Expect a gift set to cover only part of the starter list. None of the four listings names a harness, leash, crate, bed or puppy food.
  • Snuggle Puppy Junior is a heartbeat comfort toy for dogs under 25 pounds, not a gift basket. Its listing says it is “not a chew toy.”

What a new puppy needs first

Teething is the main reason gift sets include chews. The Humane Society of Western Montana says puppies “need to chew to relieve the discomfort of teething, strengthen their jaws, and to investigate the world around them.” It also says a puppy “will go through at least two stages where her need to chew increases due to teething”, and that the first stage runs “from eight weeks to six months as her adult teeth come in.”

The AKC gives a related timeline for the same process: “Before they’re 6 months old, puppies lose all their baby teeth as their adult teeth grow in.” It also separates teething toys from ordinary dog toys: “Puppy teething toys are different than regular dog toys because they help relieve pain in your puppy’s gums.”

A chew-focused gift therefore needs options for the first months and for the stronger chewing that can follow. For more on chew choices, see chew toy choices for teething puppies and what chew toys puppies can have.

The AKC’s core starter list is longer than any gift set. It says: “Most new puppy owners should have a harness, leash, crate, bed, food and water bowls, puppy food, chew toys, training treats, waste bags, and basic grooming supplies ready before arrival.” Treat the gift set as one part of that list, not the whole of it.

How much of the starter list each set covers

We counted against the ten categories from the AKC list above. A category counts when the listing names an item for it. A slow-feeder bowl counts as a food bowl, a rope or plush toy counts as a chew toy, and a grooming brush counts as grooming. The formula is: coverage = categories counted / 10. The count shows only whether an item is named. It does not judge whether the item is a good one.

Set Categories counted Coverage Named items
Paws For Reaction 3 3 of 10 Silicone slow feeder bowl, rope and plush toys, brush
Wanapure 3 3 of 10 Slow-feed bowl, rope chew toys, grooming brush
Zopeal 3 3 of 10 Rubber and rope chew toys, slicker and bath brushes, poop bags with dispenser
Snuggle Puppy Junior 0 0 of 10 Heartbeat plush only; the listing says it is not a chew toy

None of the four sets names a bed, leash, harness, crate, puppy food or training treats. Zopeal includes a fleece blanket, but the listing does not call it a bed, so we did not count it.

How many toys each set names

Here the formula is: named toys = plush toys + rope toys + balls + other chew toys stated with a number.

  • Paws For Reaction: 2 squeaky plush toys + 1 circle rope + 3 play balls = 6 toys. With the basket, the slow feeder bowl and the brush, the set names 9 items. The bullets give a brush without a count, so we counted it as one. The cookie mold and treat recipes are not counted.
  • Wanapure: 4 rope chew toys + 3 bouncy balls + 1 squeaky elephant plush = 8 toys. With the slow-feed bowl, grooming brush, nameplate ring and basket, the set names 12 items.
  • Zopeal: the title gives the total as 17 pieces. The bullets name rubber and rope chew toys but give no count for them, so we cannot work out a toy count.
  • Snuggle Puppy Junior: one plush heartbeat toy, with one heart unit and one disposable heat pack. The listing gives no other item count.

Paws For Reaction and Wanapure name the most chew-and-play toys with a bowl that we could count, at 6 and 8 toys. That is a count from listing text, not a measure of quality.

Product picks

New Puppy Gift Basket by Paws For Reaction

Who it suits: owners who want one woven basket with toys, a slow-feeder bowl and a brush in a single set.

Strength: the listing names “two squeaky plush toys, one circle dog rope, and three assorted play balls”, and says the basket “can be used for storage.” If your puppy eats quickly, a separate bowl guide may help; see dog bowls for fast-eating dogs.

Limit: the bullets give the basket as 14x7x7in, but the spec table gives 14 x 6 x 8 inches. The listing also calls its materials “high-quality, non-toxic.” We could not check that wording against an independent source.

Skip if: you need puppy-specific teething toys only, because the listing does not say its toys are for teething.

Puppy Starter Kit by Wanapure

Who it suits: owners of a small puppy who want rope chew toys, a squeaky plush and a basket to store them.

Strength: the listing says the set includes “4 durable rope chew toys to discourage destructive biting.” For a separate slow-feeder option, see Top Paw slow feeder dog bowl.

Limit: the listing says the set is “Not suitable for aggressive or large dogs” and to “Always supervise playtime to prevent accidental swallowing.” The spec table lists a “Handlebar Mount” for Mounting Type, which does not fit a storage basket, and we could not reconcile it.

Skip if: your puppy is a medium or large dog, or a strong chewer, based on the listing’s own wording.

Puppy Gift Set by Zopeal

Who it suits: owners who want grooming and cleanup items in the same set as toys and a training bell.

Strength: the title gives 17 pieces. The listing names a blue self-cleaning slicker brush, a silicone bath brush, an orange bone-shaped waste bag dispenser and 2 rolls of paw print poop bags. It also includes a fleece blanket listed as “20.47*29.92 inch (52x76cm).”

Limit: the listing gives no count for the chew toys. The bullets say the white training bell “helps establish potty and obedience routines”. That is a listing claim we could not check.

Skip if: you want chew toys and nothing else, since much of this set is grooming and cleanup.

Snuggle Puppy Junior Heartbeat Toy by Snuggle Puppy

Who it suits: owners of a puppy or small dog under 25 pounds who want a comfort toy with a heartbeat, not a gift basket.

Strength: the title uses the phrase “Calming Comfort,” and the listing says the toy is “Designed to help your puppy settle during first nights home, crate training, and bedtime.” That is the listing’s own claim. The heart runs in two modes, “8-hour auto-shutoff or 24-hour continuous”, and the plush is machine washable once the heart unit and heat pack are removed.

Limit: the listing says the heart is “not a chew toy, remove heart before unsupervised play.” The heat pack is single-use, and the spec table says the toy needs “2 AAA batteries required (included).” We did not find an independent source that confirms the settling effect.

Skip if: you need a gift with several items, or you cannot watch the puppy with the toy, since the listing says to remove the heart before unsupervised play.

How we chose

  • Pool: the four products in the research file, checked on Amazon.com on 2026-10-22. We did not add products or rank them.
  • Criteria: whether the listing states what the set contains, the stated size or weight, the listing’s own limit, and whether the product is a puppy gift rather than food, medicine or a supplement. None of the four is primarily food, medicine or a supplement, so none was dropped on that basis.
  • Products considered: four. Products left out: none.
  • The statements about chewing, teething, supervision and toy checks come from the AKC, VCA and the Humane Society of Western Montana, opened on 2026-10-23. Those sources do not name or assess these four products.

Buying checklist

  • Compare the puppy’s size with the listing. Snuggle Puppy’s listing says it suits dogs under 25 pounds, and Wanapure’s says it is not suitable for large dogs.
  • Check each chew for size. VCA says a toy “should never be so small as to easily fit entirely in your dog’s mouth, as this makes it more likely to be a choking danger.”
  • Check for removable parts. VCA says a toy “should have no ribbons, eyes or other removable parts that can be easily swallowed or inhaled.”
  • Apply the fingernail test. A toy should be soft enough that you “can indent them with a fingernail.”
  • Add the items the set leaves out: a harness, leash, crate, bed, puppy food and training treats.
  • For breed-specific chew picks, see chew toys for Golden Retriever puppies.

Mistakes to avoid

  • Leaving a puppy with a plush toy and no one watching. The Snuggle listing says to remove the heart “before unsupervised play”, and the Wanapure listing says to “Always supervise playtime to prevent accidental swallowing.”
  • Keeping worn toys. VCA says to retire a toy once the damage shows, “to prevent broken bits from being swallowed.”
  • Offering hard items for teething. VCA says “Toys that are too hard (including bones, cow hooves, pig ears, hard rawhides and large ice cubes) can chip and even fracture your dog’s teeth as they chew.”
  • Using shoes or socks as stand-ins for toys. The AKC warns: “Don’t expect your puppy to know the difference between a chew toy and your sneaker.”

What we could not verify

  • Paws For Reaction: the basket size differs between the bullet (14x7x7in) and the spec table (14 x 6 x 8 inches).
  • Wanapure: the bullet gives the basket as 14 x 10 x 6 inches, and the spec table lists a handlebar mount. We could not check either detail.
  • Zopeal: the listing gives no count for the chew toys, so the only total is the 17 pieces in the title.
  • The “non-toxic” wording in the Paws listing and the “Safe and durable toys” wording in the Wanapure listing appear only in those listings. None of the sources we opened checks these products.
  • Snuggle Puppy Junior: the settling claim is listing text only, and we could not find a temperature for the heat pack in the listing text we have.
  • Current availability and seller details are not part of this guide.
  • The AKC suggests that “Ice cubes or frozen wet washcloths are cheap and easy options” for teething relief, while VCA lists large ice cubes among hard toys. We did not resolve this difference.
  • None of the sources we opened gives a puppy weight chart, so the size guidance here comes from the listings’ own wording.

FAQ

Do new puppies need a gift set?

Not necessarily. The AKC lists the items a new owner should have before the puppy arrives, from a harness to waste bags, and none of the four sets covers that full list. A gift set is one part of a starter kit.

How many chew toys should a puppy have?

None of the sources we opened gives a number. The AKC advises that owners “Rotate toys regularly to maintain interest and provide safe chewing outlets.”

Are plush toys a good choice for a teething puppy?

The sources do not rank plush toys against rope or rubber ones. Use the checks in the buying checklist: size, removable parts and the fingernail test. Supervise any plush toy the puppy chews.

Is a heartbeat toy a sleep aid?

The Snuggle Puppy listing says it is “Designed to help your puppy settle during first nights home, crate training, and bedtime.” That is the listing’s claim. We did not find an independent source that confirms it, so do not treat it as proof of a sleep benefit.

What should I do when the puppy is alone?

The AKC says: “It’s impossible to watch your puppy every second of the day. So when you need to step away briefly, make sure your puppy is safe in a crate or dog-secure area.” The Humane Society of Western Montana adds that a puppy should have “toys and a stuffed food toy to keep her occupied” in that space.

When should a puppy toy be replaced?

Replace it once it wears out. VCA’s guidance covers the signs of wear, including stuffing that shows and rubber that breaks, and it is the same source cited in the mistakes section above.

Bottom line

Choose a puppy gift by what the puppy will chew, rest with and need cleaned up. Zopeal adds grooming and cleanup items. Snuggle Puppy Junior is a comfort toy for dogs under 25 pounds, not a gift basket. Whichever set you pick, supervise the puppy, retire worn toys and buy the starter items the set leaves out.
